Description


When you think about elections, you might think about popular candidates, “I voted” stickers, and all sorts of paperwork and deadlines. But behind the scenes are thousands of election officials in state and local governments who are working hard to make sure ballots are counted and voices are heard.

Election officials want to administer elections where every eligible voter can easily and securely cast their vote. But moving from intention to real-world impact can be challenging, especially without evidence of what works and what doesn’t work.

As the Strategy, Impact, & Learning Associate on CTCL’s Government Services team, you will help measure and maximize the impact of CTCL’s work supporting election officials. You will identify metrics, design evaluations, coordinate with partners, and collect and analyze data. You will contribute to a culture of learning at the heart of CTCL’s Gov Services team, which will expand outward to our partners that work directly with election offices, and expand further outward to every election office in the country. You will be filling a new position and will report to the Senior Strategy, Impact, and Learning Manager.

Responsibilities


This is a new position on the team, so there’s room for you to help shape what the job looks like.

  • Design evaluations – Apply methodologies and frameworks from the Monitoring, Evaluation, and Assessment field in order to ask the right questions, track the right metrics, test assumptions, measure impact, uncover insights, and inform strategy.
  • Collect and analyze data – Collect qualitative and quantitative data, using tools like surveys, self-assessments, interviews, web analytics, etc. Perform data analysis, using tools like Excel and Airtable, in order to establish baselines, track progress toward metrics, surface patterns, and uncover insights.
  • Share learnings – Create reports, deliver presentations, and facilitate conversations in a way that is engaging, informative, and actionable. Contribute to a culture of continuous learning and data-informed decision making.
  • Coordinate with partners – Coordinate a feedback loop between CTCL and our partners who work directly with election offices, in order to surface learnings and iterate rapidly. Also coordinate with external evaluation consultants.
  • Commitment to priority audiences – Develop metrics and evaluations that prioritize voters with limited access to the election system. This includes voters who are newly eligible, have limited English proficiency, live with disabilities, or are from communities that are impacted by the digital divide or historical disenfranchisement due to race.




Growth


CTCL uses organizational systems to keep staff connected and accountable to each other and the work. These systems include goal-setting, evaluations, and staff retreats every 6 months, as well as staff meetings and 1:1 calls each week. While we maintain structures, it’s also important that CTCL be adaptive to respond to the changing needs of the world around us. This might look like setting goals, evaluating our tactics, and deciding to shift priorities over time. This means the people who work with CTCL are thoughtful in both making plans and also adjusting them based on emerging information.

Qualifications


If you’re not familiar with elections or election administration, that’s okay — what’s most important are your skills as an evaluator and teammate. Even if you aren’t sure if you’re qualified but are excited about the position, we encourage you to apply!

A successful candidate for the Strategy, Impact, & Learning Associate position will have an understanding of CTCL’s mission and a proven track record of success. While no candidate will possess every quality, the successful candidate will possess many of the following qualifications and personal attributes.

  • You are an excellent evaluator. You can identify the right questions to ask and use the best methodology to answer them. You can evaluate program effectiveness and make recommendations.
  • You have strong interpersonal skills. You can collaborate closely with teammates. You can coordinate external logistics, such as collecting data from multiple external partners, or working with an external evaluator.
  • You are energized by iterating and experimenting. You test assumptions, try new approaches, and learn from what works and what doesn’t work.
  • You are skilled at data collection and data analysis. You are experienced with both qualitative and quantitative methodologies.
  • You have experience using (or are willing to learn) tech tools like Airtable, JotForm, and Zapier.
  • You have strong verbal and written communication skills. You can present complex concepts in a way that is easy to understand.
  • You have skills and experiences that help you support voters with limited access to the election system: voters who are newly eligible, have limited English proficiency, live with disabilities, or are from communities that are impacted by the digital divide or historical disenfranchisement due to race. For instance, you may be multilingual with experience working with native speakers of a language other than English.
  • You are self-motivated. You work well independently and are comfortable with remote management.
  • You are thoughtful with your time management and you pay attention to detail. This shows in the quality of work you produce.
  • You are enthusiastic about making elections more secure and inclusive. You believe in democracy and care about voting.
  • You are curious. You are committed to learning new things and developing new skills.
