Early Childhood Court Program Coordinator

Official Job Title: Program Coordinator (Early Childhood Court Program Coordinator) - Unified Children's Court Division (State Funded)

Description:
This position is a high-level, professional position which is responsible for the daily administrative management and coordination of the circuit’s Early Childhood Court (ECC), a Problem-Solving Court to assist families with children ages zero to five in the dependency system. This position is directly responsible for monitoring the standards of practice and performance measures to ensure consistency and fidelity of the circuit’s ECC Model and adherence to Florida’s ECC Best Practice Standards. This position serves as ECC liaison between the judiciary, court partners, and providers. In this capacity, this position provides judicial support and maintains collaborative working relationships with the presiding ECC Judge, child welfare partners leadership, and community stakeholders to ensure operational effectiveness and efficiency. This position serves as the point of contact for communications and response to ECC inquiries and reporting as directed, together with all monthly and annual reports for submission by the circuit in compliance with Florida Problem-Solving Court data and performance standards reporting requirements. This position also coordinates and facilitates regular provider and multidisciplinary workgroup meetings of the ECC Court Team. This position is responsible for performing all required local and statewide ECC statistical data compilation, analysis, and reporting to monitor performance and outcome measures, and ensuring the accurate and timely data entry of all ECC participants into the Florida Dependency Court Information System (FDCIS). This position is responsible for developing, maintaining, and implementing internal ECC operating procedures and protocols, forms and systems, and court website information. This position also assesses needs and prepares and manages all ECC budget submissions and expenditures, including preparing contract requests for processing as needed relating to ECC Problem-Solving Court funding and expenditures. This position performs supervisory responsibilities, as assigned. This position maintains a high degree of independence and accountability for instituting and evaluating ECC concepts and operations, with work being reviewed through periodic meetings, reports, and conferences.
This position is eligible for a hybrid remote work/onsite schedule as outlined by existing Circuit policies and procedures.

Working Conditions:
Moderate noise; business office setting.

Physical Demands:
Work involves a significant amount of standing, walking, sitting, talking and listening. Must be able to transfer up to 10 pounds.

Communication:
Excellent interpersonal communication skills essential to responding to inquiries from the public and legal community. 

Qualifications:
  • Bachelor’s degree in psychology, sociology, criminal justice, public administration, or a closely related field.
  • Two (2) years of supervisory experience.
  • Four (4) years of related work experience.
  • Master’s Degree may substitute for up to two (2) years of related work experience.
  • Juris Doctor degree may substitute for up to three (3) years of related work experience.
  • Preferred types of work experience may include experience and/or educational knowledge of early childhood development, infant mental health, treatment interventions, and/or experience working with the child welfare and dependency system.
  • Court program management experience preferred.

Knowledge, Skills and Abilities (KSAs):
  • Considerable knowledge of the principles and procedures of court management. 
  • Considerable knowledge of court procedures, legal documents, laws, and legal factors pertaining to the court of assignment. 
  • Considerable knowledge of the principles and procedures of planning and budgeting. 
  • Considerable knowledge of the organization, functions, responsibilities and procedures in the area of assignment. 
  • Considerable knowledge of modern principles and practices of public and judicial administration. 
  • Considerable knowledge of effective management and leadership.
  • Considerable knowledge of research techniques; ability to identify sources, gather material, analyze and synthesize information from statewide and national sources, in order to improve the management of area of assignment. 
  • Knowledge of court policy and procedures. 
  • Knowledge of case management techniques. 
  • Knowledge and familiarity with mental health and substance abuse dynamics.  
  • Ability to plan, organize, coordinate, and direct work of a court program. 
  • Ability to select, train, and supervise staff. 
  • Ability to develop and evaluate operational policies and procedures. 
  • Ability to accurately maintain a variety of complex records, be organized and attentive to detail.  
  • Ability to work effectively with people in stressful situations and deal tactfully with the public. 
  • Ability to maintain accurate case documentation. 
  • Ability to operate a personal computer and laptop. 
  • Ability to use word processing, spreadsheet, excel, data base software applications, and remote videoconferencing via Zoom and Microsoft Teams. 
  • Ability to exercise critical thinking skills and independent judgment.
  • Ability to use discretion and maintain confidentiality concerning sensitive issues before the court and as mandated by governing law.  
  • Ability to demonstrate skill in dealing with diverse groups, sensitivity to cultural issues and grievance resolution. 
  • Considerable ability to communicate and express ideas clearly and concisely, orally and in writing, including preparing monthly and quarterly reports. 
  • Ability to establish and maintain effective working relationships with the judiciary, supervisors, peers, and subordinates.

Responsibilities:
  • Manages all functions and daily operations of the circuit’s Problem-Solving Early Childhood Court (ECC).  
  • Monitors standards of practice and performance measures to ensure consistency and fidelity of the ECC model and adherence to Florida’s ECC Best Practice Standards. 
  • Serves as ECC liaison between the judiciary, court partners, and providers.

  • Supervises Early Childhood Court Case Manager.
