Assistant Environmental Permitting and Wetland Supervisor - EP4 - Permanent - *22-16518

FULL-TIME/PERMANENT
 ASSISTANT ENVIRONMENTAL PERMITTING AND WETLAND SUPERVISOR (AEPWS)
 ENVIRONMENTAL PLANNER 4 (EP4)
Capital & Asset Management Program (CAMP)
 Olympia, Washington – Thurston County 

Serve as the lead for significant and high-profile initiatives for Land Use Planning, Major Capital Projects, and Minor Capital Projects conducted statewide. Identify and maintain relationships key to the success of the initiative, recognize technical or socio-political factors that impact the initiative, and provide leadership internally and externally to develop and act in response to this information. 
With that in mind, 
Picture yourself, playing a key role in Program-level strategic planning and tactical implementation of policies or initiatives.
This is an opportunity to coordinate with senior management and statewide teams to develop both short- and long-term strategies for implementation of initiatives within the state. 
With your experience, you will provide leadership, direction, guidance, and performance management to a team of senior and journey-level Environmental Planners and interns.

Duties
Our Assistant Environmental Permitting and Wetland Supervisor is responsible for:
Statewide Project Permit Review and Requirements:
  • Assist Senior and Executive Management in identifying new policies and regulations, new direction of existing policies and regulations, and significant initiatives. 
  • Interpret wetland regulations, determine permitting requirements for CAMP assigned projects, and lead wetland delineations statewide.
  • Maintain environmental law, regulation, and permit compliance.
  • Guide Program staff to avoid and minimize aquatic resource impacts and assist with the development of mitigation plans to compensate for wetland and wetland buffer impacts when necessary.
  • Serve as Liaison and Regulation Policy Lead for projects/issues/processes that are impacted by new or redirected regulation policies or significant initiatives. 

Program Strategic Planning:
  • Actively engage to assist Senior and Executive Management in Program or Agency level short-term and long-term strategic planning.
  • Work with Environmental Permitting Manager and other Program staff to develop and bring permitting perspective and proper wetland avoidance and minimization procedures to Program/Agency strategic planning.
  • In partnership with Environmental Permitting Manager, is responsible for communicating and encouraging support for the strategic direction identified by the Program and/or Agency.

Supervision: 
  • Provides guidance, direction, and information to staff regarding Program/Agency policies.
  • Works with staff to develop a strategic approach to accomplishing goals, addressing issues, and successfully implementing assignments.
  • Works with staff to write and review wetland delineation reports, mitigation plans, and permitting documents.
  • In collaboration with staff, develops and provides training for professional staff.

WORKING CONDITIONS:
Work Setting, including hazards:
  • Duties are performed in an office setting, construction sites, and in-water work (Hatcheries and Wildlife Areas). 
  • Maneuver on uneven terrain including slippery footing, mud, and other challenging field conditions; steep slopes for extended periods; inclement weather conditions; must climb ladders, work from boats, and elevated locations.
  •  Must be able to negotiate water in emergency situations. 
  • Office work includes reading, writing, phone, and extensive computer use. 
  • Must operate a vehicle and maintain a valid driver’s license. 
  • Fieldwork also requires knowledge of the operation of a GPS, clinometer, and digital camera. 
  • Knowledge of wetland delineation procedures and field indicators within applicable U.S. Army Corps Regional Supplements.
  • Use of electroshocking equipment and knowledge of procedures may be required. 
  • Physical, environmental, or mental demands of key work: Drive a vehicle to conduct wetland delineations and field reviews of project sites. Physical capacity to work in remote forested and aquatic environments, conducting fish surveys and other related tasks. 
  • These activities can occasionally consist of days in excess of 8 hours, for several days in a row. 
Schedule:
  • Typically, Monday - Friday 8:00 a.m. – 5:00 p.m. 
  • Workload may require additional hours and the incumbent may be expected to adjust the work schedule to meet business needs. 
  • A flexible work schedule and remote work will be considered at the incumbent’s request, subject to supervisory approval. 
Travel Requirements:
  • Travel will be required throughout the state to attend training, meetings, and conferences. 
  • Travel for fieldwork will also be required. 
  • Periods of overnight travel may be required, and work hours may exceed the standard 8am to 5pm workday. May include extended travel and evening or overnight trips.
Tools and Equipment:
  • Shovel, Munsell soil color book, Trimble Geo 7x Handheld GPS, electroshocking equipment, boots, clinometer, digital camera, state-assigned work vehicle.
Customer Interactions:
  • Agency staff, other government agencies, tribal, private stakeholders, and the public. 
 
REQUIRED QUALIFICATIONS:
Closely related qualifying experience may be substituted for the required education on a year-by-year basis.
  • An associate degree with an emphasis/specialty in fisheries, wildlife management, natural resource science, or environmental science.
AND 
  • Seven years of professional experience in fish management or fish research, wildlife management or wildlife research, habitat management or habitat research, natural resource planning, or equivalent field.
OR
  • A bachelor’s degree in fisheries, wildlife management, natural resource science, or environmental science 
AND 
  • Five years of professional experience in fish management or fish research, wildlife management or wildlife research, habitat management or habitat research, natural resource planning, or equivalent field.

Note: A master’s degree in fish management or fish research, wildlife management or wildlife research, habitat management or habitat research, natural resource planning, or equivalent field may substitute for one year of experience. A PhD. in fish management or fish research, wildlife management or wildlife research, habitat management or habitat research, natural resource planning, or equivalent field may substitute for two years of experience.

LICENSES AND CERTIFICATIONS:
  • A valid driver’s license.

PREFERRED QUALIFICATIONS:
  • A current Professional Wetland Scientist (PWS) certification.
  • Knowledge of ecological processes pertinent to the Northwest.
  • Familiarity with ArcGIS and general familiarity with Priority Habitats and Species (PHS) mapping.
  • General understanding of various regulatory processes, including the Clean Water Act (CWA), Hydraulic Code, Growth Management Act (GMA), State Environmental Policy Act (SEPA), and Shoreline Management Act (SMA).
  • Demonstrated ability to work within the regulatory environment including reviewing, monitoring, or complying with federal, state, or local environmental permits.
  • An interest in wetland resource management and working with others in a collaborative and regulatory environment to influence sound resource management.
